Pakistan Opens Makkah Pact Door As US–Iran Talks Stall Over Sequencing

Where Each Side Stands On Restarting US–Iran Talks

Washington: Speaking in the Oval Office, Trump told reporters, “There are talks. They want to talk. They keep talking. We have time, frankly. It’s a war, but it is not a typical war.” The remarks were reported by Middle East Eye at 05:19 PKT on 31 Oct.

Tehran: On 28 Oct, Araghchi said Iran remains in close contact with intermediaries on ideas for implementing its own seven-day proposal. A senior Iranian official, speaking anonymously, told Reuters via Arab News that the Qatari draft is unacceptable and that Iran’s nuclear position stands.

Islamabad: Pakistan, the steady hand that first brought both sides to the table, remains measured and clear-eyed. On 30 Oct, DG ISPR Lt Gen Ahmed Sharif Chaudhry told Reuters, “The word that we would use is always cautiously optimistic.” He warned that “powerful spoilers and detractors” remain, a pointed reminder that those who profit from conflict are the real obstacle, not the diplomacy Pakistan has championed.

Iran War And Mediation

Axios reports that Qatari mediators held more than 12 hours of talks in Tehran on Friday while staying in regular contact with the White House, with talks continuing in Doha today. The sticking point is sequencing. A US official says Washington wants nuclear concessions as talks resume, while Iran wants the naval blockade lifted, its frozen funds released and its oil sales allowed first. Qatar is pressing Iran to let UN inspectors visit the bombed sites in exchange for some sanctions relief.

The same US official said Trump might lean toward a major operation if Republicans lose badly in the midterms, though a White House official insisted the election won’t be a factor. Axios also reports that Netanyahu is lobbying for a joint operation immediately after the vote, the very kind of spoiler behaviour Islamabad has warned against. All of this rests on anonymous sources and remains unverified (Axios, Iran International).

Hormuz

The IRGC now claims four tankers caught fire and exploded on “unauthorised routes” in the strait. The claim is unverified and the ships have not been named (Al Jazeera live).

UKMTO says that on Thursday a small boat attached two explosive devices to a tanker’s hull about 25 nm northeast of Khasab. The blasts sparked an engine-room fire, since extinguished, and the crew are safe (Iran International).

CENTCOM’s latest position, from 28 Oct, is that the main shipping lanes have been cleared of mines and remain clear.

Pakistan, The Makkah Pact And The Gulf

In the same Reuters interview, DG ISPR made clear the pact is a platform for peace, not a closed club. Its wording doesn’t bar new members: “Anyone who has a shared vision of collective deterrence and regional peace, why not? Everyone is most welcome.” He said whether Iran could join is for the political leaders of the three founding states to decide. Sending more troops to Saudi Arabia would depend on the situation and on both countries’ leaders. Reaffirming Pakistan’s unwavering commitment, he said “Pakistan is committed to defending Saudi Arabia and the holy sites,” and drew a firm line, “We are not part of the Yemeni conflict, which is an intra-Yemen conflict.” On Khyber Pakhtunkhwa, he said intelligence-based operations “will further increase,” signalling no let-up against terrorism.

Pakistan’s diplomatic standing continues to draw high-level visitors. ISPR says Singapore’s foreign minister, Vivian Balakrishnan, called on Field Marshal Asim Munir at GHQ. On 30 Oct he also met the Prime Minister and Deputy PM and Foreign Minister Dar (Capital News Point, PID).

India

DRDO’s wheeled version of the Vikram VT-21 infantry combat vehicle has completed key development trials covering mobility, trench crossing and amphibious performance. Tata Advanced Systems and Bharat Forge are building it, with induction not planned until 2029 (SSBCrack).

India’s Bay of Bengal air navigation warning is unchanged since the 29 Oct alert. It covers a danger area of up to about 590 km off Abdul Kalam Island, with the next windows on 2–3 Nov and 5–6 Nov. The missile has not been named and no test has been announced (TV9 Hindi).

What To Watch

Today’s Qatari mediation in Doha, the 3 Nov US midterms and any US or Israeli move after them, further tanker incidents in Hormuz, and India’s 2–3 Nov test window.
