US Citizen Forcibly Disappeared from Taliban Detention

The reported detention of an American citizen Todd Adam Baker on 17 July has reignited the debate on Taliban’s international legitimacy. Beyond the disappearance of a foreign national, the incident underscores a broader contradiction in the Taliban’s governance. Since returning to power, the Taliban have sought to expand diplomatic engagement, reduce international isolation, secure sanctions relief, and build political and legal legitimacy.

However, the reported detention of Baker on allegations of promoting Christianity, claims that remain unverified, alongside the regime’s continued reliance on opaque security practices, reinforces international concerns over due process, religious freedom, and transparent governance.

The case illustrates a persistent gap between the Taliban’s diplomatic aspirations and their governing behavior. This suggests that despite seeking international acceptance, the regime continues to prioritize ideologically driven security measures over the institutional reforms and rule-based governance expected by the international community.

Adam Baker, a Massachusetts native, had lived in Afghanistan for nearly a decade, managing a consulting company in Mazar-i-Sharif while also working with the International Assistance Mission (IAM), a humanitarian organization focused on healthcare and community development. Although his family relocated to Türkiye following the Taliban’s return to power in 2021, Baker continued operating in Afghanistan. He was reportedly detained on allegations of promoting Christianity, claims that remain unverified.

The reported detention of Todd Adam Baker is not an isolated incident. In 2023, the Taliban detained 18 staff members of the International Assistance Mission (IAM) in Ghor Province on similar allegations of promoting Christianity. Such incidents establish a pattern in which humanitarian personnel become vulnerable to ideologically framed security actions, creating an atmosphere of uncertainty for international aid organizations.

Consequently, these practices risk disrupting humanitarian operations in a country where millions continue to depend on external assistance amid widespread food insecurity, economic hardship and persistent inflation. They also deepen concerns that ideological governance is taking precedence over humanitarian imperatives, ultimately undermining both public welfare and the Taliban’s pursuit of international legitimacy.

By continuing to rely on opaque security practices and ideologically driven governance, the Taliban are making their pursuit of international recognition increasingly difficult. Political legitimacy is achieved not solely through territorial control but also through the ability to demonstrate predictable governance, legal transparency, and accountability.

Incidents such as the reported detention of Todd Adam Baker reinforce international concerns over the safety of foreign nationals and the absence of due process, discouraging deeper diplomatic and economic engagement.

This comes at a high cost for Afghanistan, whose economic recovery depends on foreign investment, trade and sustained international assistance. At a time when nearly 28 million Afghans live in poverty and almost three-quarters of the population struggle to meet their basic daily needs, continued international isolation risks prolonging both the country’s economic crisis and humanitarian suffering.

Ultimately, the contradiction between the Taliban’s diplomatic ambitions and their governing practices remains one of the greatest obstacles to their international acceptance. Political legitimacy and meaningful engagement with the international community are built not only on effective territorial control but also on governance that demonstrates transparency, accountability and adherence to internationally accepted norms.

Unless the Taliban reconcile their diplomatic aspirations with governance that inspires international confidence, broader political legitimacy, sustained economic recovery and deeper global engagement will remain difficult to achieve.
