Pakistan-EU Relations in a Changing Security and Economic Landscape

With the world’s current state amidst all the geopolitical competition and wars, Pakistan and Europe are at a pivotal point in bilateral relations. The relationship is progressing economically, with multiple economic and development initiatives, but political partnership is not as strong.

Both sides have different perspectives and policies about democracy, national security, and human rights. For Europe and Pakistan to build stronger strategic bilateral relations, both sides have to bridge the competing narratives and adopt a more balanced understanding of each other’s political realities and security concerns.

Pakistan-Europe relations have evolved into a multifaceted partnership encompassing development cooperation, trade, educational exchange, climate resilience and regional security. The EU remains one of Pakistan’s largest trading partners with the Generalized Scheme of Preferences Plus (GSP+).

GSP+ remains a cornerstone of economic engagement by facilitating preferential market access and strengthening commercial ties. Along with economic cooperation, both parties engage in political dialogue that consistently addresses the issues of regional security. The gap in political perspectives and ideologies creates a trust deficit that prevents this partnership from reaching its full potential.

Although a strong economic partnership exists, it remains unable to address the political gap in Europe-Pak bilateral relations. The EU is one of Pakistan’s largest trading partners and a major destination for Pakistani exports.

Pakistan represents a growing market for European machinery, pharmaceuticals, and chemical products. The partnership is increasingly shifting from simple tariff benefits to broader industrial collaboration.

The EU and Pakistan actively promote investments in agriculture, business, digital innovation, and renewable energy. The EU provides roughly €700 million annually in humanitarian assistance and development aid.
The expansion of economic ties indicates robust mutual commercial interests; however, economic interdependence by itself has not increased political confidence.

While economic ties have expanded, a corresponding rise in political confidence has been elusive.
Ongoing divergences on issues such as democracy, governance, human rights, and security predominate the bilateral agenda, impeding the development of a more comprehensive strategic partnership. It demonstrates that while there are certainly mutual economic benefits derived from trade, further strategic cooperation will require enhanced political trust.

The European Union’s focus on democratic governance and human rights has traditionally played an important role in its political dialogue with partners. While this approach may reflect the EU’s normative foreign policy, the Pakistani position argues that assessing democratic developments must be set against the backdrop of its own constitutional developments, institutional reforms, and security imperatives over many years.

In particular, Islamabad feels that assessments by outsiders do not adequately take account of the implications of extended counter-terrorism actions, cross-border militancy, and hybrid threats faced by Pakistan during those periods. Greater recognition of respective political realities will also help address perceived security concerns to future engagement at the policy level.

Beyond trade, a partnership between Pakistan and Europe has already formed, touching spheres ranging from development, climate, and education to the promotion of regional peace. Yet whether the relationship has a future, it would depend not just on the sustainability of the economic gains, but on how the two entities would bridge the political misunderstandings that have long defined the political relationship between Pakistan and Europe.

Increasing mutual trust can, at best, be fostered through continuous dialogue and developing a realistic sense of the democratic as well as the security situation on either side of the partnership.

And ultimately, cooperation would become the only recourse to resolve issues and competitive narratives between the two entities, if this alliance is to endure the global geo-security risks, which are continuously reshaping the strategic alliance all around the world.
