Thwarting ISKP Cross Border Expansion

The Islamic State Khorasan Province (ISKP) continues to utilize eastern and southern Afghanistan, specifically Kunar, Nangarhar, and Helmand provinces—as primary operational hubs and staging grounds for regional terror proliferation. Following the collapse of Daesh strongholds in Syria and Iraq, experienced foreign fighters shifted to Afghanistan, reinforcing ISKP’s command structures and expanding its sanctuary. This threat environment is further aggravated by the Afghan Taliban regime’s failure to absorb its own rank-and-file, as disenfranchised Taliban fighters unable to secure state payrolls since the 2021 fall of Kabul increasingly defect to ISKP, providing the terror franchise with hardened tactical recruits.

Over the past three to four years, ISKP has aggressively sought to project its operational footprint into Pakistan, attempting to establish urban terror cells and conduct high-profile strikes. However, Pakistan’s security and intelligence apparatus has decisively thwarted this strategic expansion through a sustained campaign of intelligence-based operations (IBOs). Executing 67 major targeted operations across high-risk corridors, Pakistani counter-terrorism forces have neutralized over 50 terrorists and apprehended more than 100 operatives. Crucially, these precision strikes resulted in the elimination of 1 high-value target (HVT) and the capture of 3 senior commanders, dismantling ISKP’s command-and-control infrastructure within the country.

In retaliation for these disruptive counter-terrorism achievements, ISKP has resorted to asymmetric, high-visibility attacks targeting civilian and judicial infrastructure inside Pakistan. The terror group carried out six major retaliatory strikes, resulting in 42 martyrdoms and 85 injuries. Notable among these cowardly acts was a devastating suicide bombing at a Shia mosque in Tarlai, Islamabad, and a targeted ambush on a Sessions Judge in Mastung, Balochistan, highlighting ISKP’s desperate attempt to undermine state authority and incite sectarian and institutional instability.

Despite these violent reprisals, Pakistan’s proactive intelligence framework has effectively contained ISKP’s broader strategic ambition of establishing an enduring operational base on Pakistani soil. The group’s reliance on cross-border Afghan safe havens demonstrates that containing ISKP requires unyielding border management and kinetic resolve. Pakistan remains firmly committed to neutralizing cross-border terror networks, protecting its citizens, and preventing foreign-based extremist franchises from compromising national security.
