Pakistan\’s Special Envoy Visits Afghanistan

Pakistan’s Special Envoy\’s visit to Afghanistan, M Sadiq met his Afghan counterpart Omer Daudzai at Presidential Palace in Kabul this Sunday. Matters pertaining to trade, transit, and security were the themes of discussion. This visit comes two weeks after NA Speaker Asad Qaiser’s trip was cancelled as he could not land in Kabul due to security concerns. Afghan Envoy Daudzai on the occasion gave many positive policy statements that signify a growing relationship between Pakistan & Afghanistan. Afghan Envoy Daudzai\’s Remarks and Appreciation Speaking of the occasion with @rtapashto, Daudzai remarked that Pakistan’s policy pertaining to Afghanistan is changing; Pakistan’s recent efforts for peace & cooperation represent that policy towards Afghanistan has already shifted. Since Pakistan has repositioned its policy to geoeconomics from geopolitics, this is an indication of Pakistan’s desire for regional stability. Trade access to CAs is dependent on peace in Afghanistan. Previously, Pakistan had never talked about geo-economics before which signifies Pakistan’s policy is changing now. This is quite significant. \”I know with certainty that Pakistan put a lot of pressure on the Taliban to attend the Istanbul Conference\”, Daudzai added. The Afghan Envoy implored Pakistan to support democracy in Afghanistan similar to other regional states. Therefore, Pakistan announced in Moscow that it would not recognize the Taliban Emirate. President Ghani\’s Remarks Likewise, President Ghani’s stated that \’harsh words are used when it seems things are not working out well & now we are praising when it’s going well\’. Moreover, Ghani expressed that he would discuss issues that have not been discussed before. The Afghan Government with Pakistan\’s special envoy (M. Sadiq) and the Pakistani delegation will touch upon issues that have not been discussed previously. He reiterated his concerns for Taliban presence in Pakistan. However, he also conceded to Pakistan’s reservations for anti-Pakistan organizations based in Afghanistan. \”In issues concerning security, Pakistan did not assist us in the manner we expected. However, we certainly cannot say that Pakistan has not helped at all; they have cooperated with us in this regard\”. The Afghan envoy’s remarks signify a healthy gesture on behalf of Afghans. Decades of misunderstanding have marred mutual issues. The realization of collective insecurities is the only way forward. Afghan Vice President Saleh Unsatisfied with Pakistan\’s Efforts As the Afghan envoy gave positive statements, Afghan Vice President Amrullah Saleh out rightly tried to downplay Pakistan’s efforts in the peace process. His aggressive tweets against Pakistan’s efforts for peace and stability in Afghanistan may add to frictions during this crucial time. Amrullah Saleh\’s Twitter statement blatantly calls upon Pakistan as solely responsible for his government failures. Now that the Pakistan delegation is visiting Kabul, such remarks by a state official can hamper the peace process and may denote an intent to derail any emerging cooperation. Hence, concerns are being raised over the indulgence of such negative elements to spoil the cordial atmosphere by unsubstantiated statements just to wedge differences between two countries and people of two nations. Loya Jirga Asks for prisoner release

\”In order to remove the hurdles for the start of peace talks, stopping the bloodshed, and for the good of the public, the jirga approves the release of 400 prisoners as demanded by the Taliban,\” Jirga member Atefa Tayeb announced. Following the announcement, President Ghani said: \”Today, I will sign the release order of these 400 prisoners.\” Loya Jirga released its recommendation in 26 points. Which emphasized the start of Intra-Afghan Dialogue, long-lasting peace, the release of remaining prisoners from both sides, better relations with neighbouring counters, return of foreign prisoners to their homelands after a guarantee from their states and thanks to America, OIC, and other helping countries. Loya Jirga Continues Over Release of Remaining Taliban Prisoners

A few days ago, Kabul administration head, president Ashraf Ghani called for \’Loya Jirga\’. A traditional public meeting. It started on Friday. President Ghani while calling for Loya Jirga argued that he cannot free the remaining 400 Taliban prisoners because they are convicted of serious crimes. Moreover, he can’t set them free without consulting the nation. Additionally, according to Afghan officials, more than 3000 delegates, including tribal leaders, elders, and politicians are attending Jirga. Around 700 women are also attending this grand meeting. The meeting is likely to go on for several more days. Taliban rejected the call for Loya Jirga On the other hand, the Taliban rejected Ghani’s argument stating this another tactic to slow down the peace process. In a statement released by Taliban said that the “Afghan government’s move to convene a Loya Jirga about the fate of 400 prisoners has \”no legal grounds\”. That all factions should avoid creating obstacles in the way of the peace process” The statement reads: “That the (Afghan govt) has decided to summon a supposed Loya Jirga under the pretext of deciding the fate of 400 prisoners. They could use it as a tool against the peace and wishes of the nation. Hence, convening such a Jirga before reaching comprehensive peace and political settlement can in no way be representative of the people. Or hold any legal status because the (Afghan govt) itself is illegitimate.\” “Every decision that opposes Afghan sovereignty, the establishment of a complete Islamic system and aspirations of the people will never be acceptable to the Afghan nation,” the statement said. America\’s response America welcomed the grand meeting. In a statement of Secretary Pompeo on the Loya Jirga in Afghanistan released by the US embassy. Pompeo commended the participants of the grand meeting. This statement was distributed to participants of the grand meeting with Pushto translation. He urged participants to work for peace and play their role in the release of remaining Taliban prisoners. “We understand that they will decide on the expeditious release of the remaining Taliban prisoners from their list, the last obstacle to the start of intra-Afghan negotiations.  Following the timely release of these prisoners, the Taliban have committed to enter talks with the national team. Representing the strength and diversity of the Islamic Republic of Afghanistan” statement says. Pompeo Appreciated the Taliban’s commitment Furthermore, he appreciated the Taliban’s commitment to peace. \”The Taliban have also committed to significantly reduce violence and casualties during the talks where the parties will decide on a political roadmap to end the long and brutal war and agree on a permanent and comprehensive ceasefire”. Jirga likely to act in favor of prisoners’ release According to sources, the Grand meeting will side with the American wish to release the remaining Taliban prisoners to finally start the Intra-Afghan dialogue. Previously a member from Farah province was expelled from the meeting. As he brought a placard against the release of Taliban prisoners. Similarly, Afghanistan’s Chief peace negotiator Abdullah Abdullah also signaled this release. He emphasized “Honest and direct talks” saying this is the only way toward conflict resolution. Fifty Committees established Jirga has established fifty committees out of which 33 have completed their work. The remaining committees will submit their report by the end of the day. Heads of these fifty will debate on the reports at the end of the second session of this grand meeting. The final official decision will be made public tomorrow.
